If you are talking to the only fuse in the whole car as the breaker, the power (-)should come from the negative terminal of your starter solenoid, check for that wire.

Thanks to both of you. I had already down loaded the wiring dia and compared with my book.
so the yellow wire should put power to the breaker.
deos the yellow wire split In the harness and go to the ignition switch and the breaker?

I have a 39 also and do not have a breaker. If that is something you put in place of the fuse the answer is yes. a Yellow/black wire from the harness (connected to the solenoid (-) also by way of the harness)goes to the battery terminal of your ignition switch.

Late 1939 had breakers like the 1940, no fuse. had no power to the battery side of voltage regulator.
I ran a 8 gauge wire from the solinoid to the breaker every thing works fine good lights. must be a seperated wire in the harness someware.
Does any body see a problem to run this way? or is it a fire waiting to happen?

The yellow wire goes from the solenoid (same (drivers) side as the battery cable)to the circuit breaker where it is on a common terminal with the wires going to the ignition switch and the cigar lighter.

If your jumper wire followed the same path, then look for a break in the wire, probably near one of the terminals.

If you connected to the breaker terminal with the yellow wire with a red tracer, you may have a bad breaker.
