Default ‘49 lower on driver side

Could it be a twisted frame?
When I bought the car it was the same way so I assumed it was a bad leaf spring. I planned on replacing the suspension so I didn’t think much of it. I now have 4” drop Jamco leaves, nos bushings, 2” blocks, no rear shocks yet, aerostar coils, flipped uprights, new coil isolaters and new front shocks.
It’s STILL leaning!!! What do you guys think

Corrected a similar situation by installing a couple of these in the low side coil spring.

Get the car on a level surface and place on jackstands, level the car front to back
and left to right. Start measuring from the frame to the level surface and compare
dimensions. It might be helpful if you removed the wheels, to give you some room to
measure. Check your body mounts between the frame and the body. They start
at the front fenders and go along the frame. The weld quality Ford did on these frames
is not the best.
Race Car Dynamics in Prescott Az makes the Bilstein 'classic' line shocks. Not sure if you can buy from them, but Jamco gets them from RCD.
I have the camber mount for the front suspension - new never used if you are interested.
