Default rear shackle replacement 33 ford

Hi,
We got in a basket case car and are installing the rear end in it.
It didn't have rear shackles on it when it came it. I ordered some and
finally got the bushings in. The shackles seem too short. They are about
1 1/2" The rear spring has to be almost flat before everything goes together.
Did we get the wrong shackles? should they be longer than 1 1/2"?

Don't have the parts to hand to check, but that sounds about right.
The spring does seem to be stretched almost flat before it will go on.
