Default Two Bulb Headlight

On the two bulb headlight. I am installing the reflector plate. Does the second bulb ride on top of the headlight bucket. Because it is a tight squeeze if it rides on the bottom. It can go either way but I want it to be correct. I could not find a picture of a two light headlight in my books. Thanks!

One good way to think of this is the light filament at center reflects straight above center it reflects down and the reverse if the filament is below center.
