While I have no absolute knowledge on this, it would seem like it is a water heater for an underdash unit based on the ports both fore & aft. I suspect if you applied for a variance to the Stds. Committee, you could install that with only a minor points deduction!!

"HADEES'' was a major manufacture of car heaters during the Model A era. I am only familiar with their heaters that used a hot water system. I have never seen a "Hadees" heater in a manifold like you picture. However, I suspect that is exactly what you have, as Brent in Tennessee suggests.

P.S. - For those who may have missed the play on words - "Hades" is the figurative term for Hell - as in "hot as Hell" ! . . . . very apt for a heater.

A Model A inboard would have a water cooled exhaust, but I also think Brent has the right answer.

Brent, I believe it would be judged as one of the "accessories" if it is a water heater...I was also thinking like Doug that it might be a water cooled manifold...novel idea.

Tom, here are some pictures of a marine manifold that our buddy Roger Van Houten owned. Unfortunately he never offered to take any of us out on tour of the Rouge River in a boat powered with it!!

There is a complete thread about Marine engines somewhere here on Fordbarn.
