I think it will work. I don't think the angle is severe enough to not be able to compensate by changing the float level slightly. The bowls face the rear on the tri power setups, so that means on the main jet side of the bowl the fuel level will be slightly lower. I'll compensate by setting the floats slightly higher.
I've done it before without issues.

I guess that would be right. We don't adjust float bowls driving up or down hills, never thought of it that way.

Not that it is any of my business, what did the owner say about this?

Center pivot floats addresses this problem (driving change in angles) not the carb being initially installed at the wrong angle.

I gave the owner a link to this post, and he wants to go forward with it.

I've done some carb angle testing on flow boxes when I worked at the Zenith Carburetor engineering lab in Detroit, and have done comlete carb flows at severe angles, and feel pretty confident this will work. I know from an appearance standpoint a lot of people will say no, but the ownwer is aware of this and has mocked it up on his Galaxie.
