Default 41 Ford ammeter remains at center / generator charging?

On my 41 Ford ( converted to 12V neg ground ) the ammeter doesn't move past centerline (but does drop to left side when lights are on)

I did a test where I checked battery voltage post to post and it read 12.4V
Started car and revved engine - redid post to post test and vintage was 13.8-14.9 volts - so I suspect the 12V gen is working.

Question Should the ammeter raise above centerline if battery is fully charged ?

Last season the ammeter needle would move to slightly to right of center at mid throttle application, though this season the needle stays put in the center now (though it still dips slightly left when lights are turned on)
