Default Vintage License Plate Question.

Ok I’m curious to know what this license plate may have came off of. Can anybody tell me?

Maybe a state or county vehicle. 25 could be the county number (Franklin).

I have seen “City Car” and “County Car” but not “Official”.
Definitely interesting.
