Default Checking oil/dipstick insertion

Checking the oil on my 31 CCPU today and I have a question. How far in should the dipstick be inserted? If you imagine the dipstick as a cotter pin with one short leg and one long leg, should the dipstick be inserted all the way to the ring on the end or only until the short leg touches the block?

Sort of a side note but I add a small o-ring on my dip stick. Rests up against the engine when the dip stick is fully seated. Keeps the engine a wee bit cleaner.
