Default Upper steering race

Can someone teach me about a 2 tooth upper steering race? What are the symptoms if you have a cracked race. Or how to check the race while it’s still in the car? I changed my tires to the new 19 in radials and now it’s hard to steer. I did the alignment twice and checked for any play things look good. With the old bias ply firestone tires it steered fine!!

Jack the wheels off the ground and spin the steering wheel. It would grind if the race is cracked. I doubt that it is cracked. If it steered good last month, it’s not the upper race.
The upper race is loaded only when the steering wheel is turned to the right.
