Default 1935 Tudor Seat Mounting

The front seat pivot mount is bolted to the floor with two bolts each. The bolt closest to the car centerline is currently bolted to the floor pan. It looks as though it should pass thru the floor pan into the caged nut below it in the frame.
Two questions: Is my assumption correct where the bolt goes?, should their be a spacer between the floor pan and the frame?

Another question, attached to the floor stiffener bolt (under the car) is a small clip. There are four total, two on each side, what are these used for?

Hi Tim, I have a coupe and a roadster.Between floor pan and the frame is a plywood spacer.it is about half inch thick. There are no clips on the floor stiffener.Was probably added some time in the cars life to support a wire or something like that. I hope this helps. Dave Collette

Tim, As I understand it, the seat pivots should be mounted thru the floor pan and support brace as shown in attached photos. No cage nuts as I understand it.

Hi Tim.Sorry for the misinformation. David is correct there is no plywood.I had my 1946 on the lift yesterday and that made me think that should have the wood. No wood is correct. Sorry Dave Collette

The bolt through the floor and the floor brace using two 5/16-24 x 7/8 hex bolts cadmium plated and according lock washers and nuts
