Cut the bolts shorter with a hacksaw and mount them with 1/2 inch acorn nuts coated with surgical lubricant. The victim will get a high speed massage and no bleeding.

Ouch... that's someone's pride and joy, there is a whole cult of "auto artists" that build these rides to show off there talents and I suppose they enjoy irritating those who can't see outside the box.
