Default Metal Valve Stem Question

I just purchased 4 new tubes from Brattons. I decided to go with metal valve stems. I also got four of their "30-31 short dust covers" and "30-31 tire valve caps". It appears that the dust covers just screw on the metal stems after the tubes and tires are installed. These short dust covers don't seem to cover anything since they are open at the top. Is there some type of cap that goes over these short dust covers that I also need to buy? If so, how would it attach? What am I missing?

You seem to have all you need. Only the early stems had complete dust covers.

I had my metal stems inserted and it was worth the 2 bucks a stem. Did you have yours installed? Wayne
