Default 1932 rear frame horn cover rubbers

I have ordered a rubber kit for 1932 Ford rear frame horn covers.In the kit are some round rubbers that plug into the round holes in the cover,no problem with that.
But also in the kit is a length of rubber which also goes on the cover. Could anyone tell me how exactly this strip is installed and did Ford install this type of strip from the factory?
