To get the very bizarre behavior your car is exhibiting, there may well be more than one problem. As JSeery notes part of the problem is certainly incorrect connections at the light switch.

But it seems to me that for all circuits to be powered through the headlight dimmer switch high beam, that power is routed incorrectly.

Please, with everything turned off (and low beam), check to see if you have battery power at all three terminal of the circuit breaker panel up under the dash. Also check to confirm that the connections for high beam lights and headlight center power are reversed at the dimmer switch.
