Default 1938 - Removal of headlight / horn “cap”

To get a good match for the remaining Zephyr Beige paint, I’d like to take the center cap / switch off of the steering wheel and to the paint store. Is this a simple steady pull by hand, or is there a specific technique ? Thank you

Belay this inquiry - I understand the cap is attached to the rod; more than I want to get involved with at the moment. Apologies for the false start, and thank you.
