Two things may help

Google loping engine.

Run a test with a vacuum gauge if possible.

I always replace the adjusting needle $4.95 and the needle adjustment housing $8.00 on all of my Zenith one and two , plus Tillotson model X and FX carburetors . these parts are listed on page 64 of Bratton's Catalog . These are the parts that connect to the choke rod and adjusts rich and lean for the GAV , gas adjusting valve on the carburetor . Because of regular adjustment the needle can wear and cause rich operation .

Yes, and check the carb is not loose. Don't overtighten it! Some times the simplest things will get ya.,
