Where's Steve Plucker's "sticky" at the top of the page? The one with all the info..

It is a thread that is "stuck" to the top of the list and remains there, regardless of whether it has new posts or not.

I am thinking that the post should be a "sticker" and the person who placed it there the "stickee"
