I dont believe these were ever made or fitted to original cars back in their day. The only ones I ever saw were for the 33 and 34 Fords which were newly produced in modern times but not made now. I have searched the original 1936 Ford parts factory catalogue for you but they are not listed. I suggest you purchase some 1/16" flat rubber sheeting at your local parts store or rubber store and make your own pad to the shape of the spare wheel mount casting or otherwise make some round rubber washers to go on each mount bolt between the rear panel and the spare mount. On one of my original '35 tudor slant back sedans I had ~ 1/32" thick fiber washers located between the back of painted body and the cast spare tire mount, at each of the three bolts that held the tire mount in place. I bought this car from the original owner and I'm sure it had not been taken apart before I dismantled it.

Insulating washers were used when the spare wheel served as the radio antenna, although that was normally on the open car body types.
