I have nothing against an owner customizing his car, but those oversize wheels with skinny tires look just plain stupid to me.

Pretty impracticable too. What do you suppose would happen to those wheels if you hit a pot hole at anything above 1 mph?

But... Our cars were designed to run on the 21" tires. Those are at least twice the diameter with virtually no sidewall.

Probably about the same thing that happens when you hit a pothole on a bicycle. The phrase "taco-ed a wheel" is very common among bicycle riders.

The driver of the car will likely come out of that in a bit better shape than most bicycle riders do when that happens.

A wheel that diameter would probably roll over a 24" wide hole.

We're getting fooled and thrown off by the looks. Yes, it looks funny (different) but it does get attention which is probably the desired result.

A large circumference equals smoother ride.
Narrow tire means less rolling resistance.
Long narrow contact patch equals the same traction is possible.

In the end, the gas milage would probably improve a little.
Acceleration is dead without a gear ratio change in the transmission.

So as is, he traded acceleration for getting noticed and a few more miles per tank of gas. Just sayin out loud.
