For anybody still interested the float adjust solved the flooding problem. Bulletin said turn carb upside down and adjust float slightly below but parallel with top of carb, which I did. After re-adjusting and bending tang to where the float angles slightly downward it runs like a champ. "Thanks until you're better paid" to all who took the time to respond.

Stromberg power valves are manually activated only when the throttle is floored (unlike Holleys that are vacuum activated). They also have a mechanical valve and not a rubber diaphragm, so no worries about ripped diaphragms.
The mains aren't active until there's a lot of air velocity at high rpm, so they have no effect on idle mix. A lot of people don't realize that a carburetor doesn't pump fuel in (except for accelerator pumps), it allows fuel to be sucked in.

I'd suspect a leak somewhere, or that your mixture screws are too far out. If your idle gets worse as you screw them in, then try to adjust your ignition timing to compensate.
