I'm K&N air filters on 2 of my Model As. No problems.

Those filters had a problem. On cars fitted with the oil filter that goes on the side cover, they clashed or at least got covered in oil when changing oil filters. Not a well thought out design - rather like the Model A itself when it comes to RHD. That said, I still like them.
As for tooling being available, I assume you mean procure it and make them here. There would be virtually no market for the reason given above and the fact that most people here have the "Do it yourself" attitude.
