'42 passenger bumper ID question

I have a bumper kicking around that has a 21-A-17757-B parts tag and writing (on the back) indicating it is a '42 bumper; but it does not have the usual contour I would expect.

It is similar to a '41 bumper; but Googling pictures of '42 Ford, more than a few are shown with this style bumper. Anyone know if the bumper design was changed in early production?
