Default 1946 ford flathead with one dead cylinder

Looking for some advice I have a 1946 ford sedan I been working on. I have checked the compression on all 8 cylinders with 120 the highest and 90 the lowest on just one cylinder. That is the cylinder I am having the issue. I can pull the plug on that cylinder and the tone and idle does not change. I know I am getting spark and fuel. I have put a vacuum tester on it and the needle flutters up and down at 25in of mercury but does stay at 25 which is high I thought. I have had the head and intake off and the cylinders did not look bad and the valves moved up and down. Any help would be appreciated sorry for the long post.
