Default E-Brake Handle question

I am installing hydraulic brakes on my 29 coupe, and I may have found a problem with my hand brake. On the bottom of the handle below the pivot point, there are two holes. One has the cleves, and the pawl attached with the same cleves pin. The other hole is unused. Shouldn't the cleves be on the bottom hole? I will be using the center arm on the E-brake cross shaft for my E-brake cable equlizer.

I think your brake lever might be off another year or other car, perhaps a 32 or later. The A has one hole and the short rod and pawl are held by the same pin.

Thanks Pat,for that information. I have another car with a similar hand brake, but only one hole. I built that car from swap meet parts. If I need more throw,to set the hand brake,on the hydraulics ,I can try the lower hole.
