Default engine cover plates (water inlets, side valve cover, etc

can those cover plates (including timing gear covers) be sandblasted before assembly or is that not a good idea?

It is not a problem IF, ...whomever is media-blasting them does not deteriorate the gasket surfaces by using too much pressure and/or too aggressive of media. Most blasters will require the items to be grease-free.
