Default 35-36 windshield regulator oddity

This is the first time I have seen the small mounting fastener holes. Was this for a certain application?

I just replaced the windshield frame and glass on my '36 5 window. It also has the small hole crank assembly. Not sure if it's an original piece, but the threaded hole in the body where it mounts is 1/4-20 and everything lines right up.

I actually wanted to remove the regulator to inspect it, but after about a half hour trying to get it out of the small opening I gave up. What do you have to do to get it out, loosen the dash?
