Is this for your '56 Crown Vic.?
A two letter paint code means two colors of paint. I think the '3' could/would mean it was something more than a standard top/bottom two-tone paint job, more like; top, middle, bottom. I sometimes call it a 56 because its easier than saying its been switched to 12v |

My '55 is (mostly) converted to 12v but it's still a '55.
At the beginning of last summer I wanted to drive it more than I wanted to take the dash apart to put in new Temp & Fuel gauges and get the speedo fixed, so that's still on the To-Do list. There are several significant differences between '55 and '56, calling it the incorrect year may not always be a good idea. Scroll back up in that Data Plate document to page 5 to the "1955 Body Color Code" column, it shows the color "Y" was Mountain Green and "E" was Snowshoe White. I'll again suggest getting in touch with the Crown Victoria Assn. to avoid my possibly misleading you. at this link..... https://www.thecvaonline.com/ . my fuel gauge works but stays full till about 1/4 tank temp gauge is stuck or was never converted to 12V speedo makes noise and bounces for the first mile |

Your Temp gauge circuit may have an 'open' connection somewhere. The speedo cable & housing may just need to be cleaned out and re-lubricated. The old grease gets dried out and worthless after all these years. Or, the speedo head may need cleaning. It works with spinning magnets and can be sensitive.
