Default speedometer driven gear change

So, would I need to change the driven gear from 19 teeth to 18 to be closer in the readings.

My speedometer reads 40 MPH but the GPS reads 45 MPH

I did take the back cover off my speedometer to adjust the compensation widget. Mine was off about the same as yours.
