Default toe in

Does it make a difference how far out on the tire to make the measurement side wall to side wall?

Yes. The 1/16 is measured at a point about half way between the rim and the outside diameter of the tire and at a height of about 10 to 12 inches from the floor. If you measure at the tread and at the 180 degree points it is about 1/8 inch.

I think the preferred location of measurement is at the 4 & 8 o'clock position which is around where nkaminar said.

do you know why you need toe in.

to make up for clearances in the steering components.

with a car being driven down the road the tendency for the front wheels is to be directed/pushed outward from the car.
but
what we want, for a few reasons, is the front wheels to go straight down the road inline with the frame of the car.
so
the amount you set the toe is in direct connection with the the steering componants of your car.
a car with loose tie-rod ends for instance will require more toe to achieve the correct direction the wheels will be pointed when the car is in forward motion.
and
a car with all good steering components will require less toe.

so you need toe-in because of clearances in your cars steering components.

and that's why you need toe-in.

The measurements should be taken from the same spot on tires. Such as either, inside, outside or a center mark scribed in the center of each while they are spun.

Always roll the car forward. Put a bit of light arm pressure outward to the front of the tires. The spec is 1/32-1/16"
