Default 1935 Tudor Bracket ID

What is the purpose of this bracket under the passenger seat?

Looks like something that was added later in the cars life. (I don't think any car company used a bracket that wide attached by only one bolt.)

Yeah, that is what I thought. It is also welded on the flatter end.
It seems like it must have been on there for decades though because
the rust is about the same as the rest of the floors.
