Default '36 front Fender Fitment Question

Is there any sort of 'shim' used between the 1936 passeger car front fender support (headlight support) and the fender itself?

Bob there are chrome strips that go around the support.

Originally it was a direct metal-to-metal contact between the main front fender brackets and the front fenders and adjacent front fender outer aprons resting on top of the tops of the brackets.
