Default Leatherback Victoria sheet metal to top rail nails

I'm ready to nail down the top sheet metal to the top rails but neither nails from the vendors will work. The heads slip right thru the 3/16 holes. What are you guys using for attaching the sheet metal? How about #6 screws, 5/8" long? See picture:

1) What are the red circle holes for?
2) Do I nail the sheet metal to the rails thru the blue holes?
