The connection point Bill references, the condenser and the lower plate wire, are not near any of the other three firing points, only the #1???? I'm thinkin' the bottom / underneath of the rotor has a carbon track or something??? Is either of the wire connectors sitting high up on the connection, closer to the rotor as it passes overhead???

Try using a "megger" instead of a common multimeter.

Hey All,
UPDATE: I did notice what everyone thought the arc was hitting the side of the plastic distributor body, was actually the rotor arcing to the condenser mounting wire at the points and what was seen on the body was a reflection. Also, I was told to get a voltage reading across the coils + & - side of the coil WHILE RUNNING and it should be 6v. I have a jumping 1.6 - 2.7v and never landing anywhere. How is the car even running with voltage like that? It does show 1.6 ohms across the terminals. Looks like I should be looking at buying a 1.5 ohm flame-thrower? Bill, Did you try to lower the condensor connection to the points? Did you try a different rotor?
Depending on the multimeter you are using, you may not be able to capture the actual voltage across the coil while the engine is running. There is a lot of rapid alternating current, and voltage, there. Try setting your multimeter to capture the maximum voltage. You may have to use a oscilloscope to see what the voltage actually is. An analog meter may work.
