Default 1934 inner fender question.

Upon fitting my inner fender panels on my 34 today I have come across a problem.
The panel that fits under the radiator and fixes to the inner fender panel.
I have looked at many pictures of this junction all of which show 2 bolt fixings on each side that join to the inner fender panels.
I have 2 of these panels one of which came from my cabriolet the other ??.
Both of these only have one hole at each end.
I have looked at a never been apart 34 today and that also has only one bolt per end.
This 34 has the inner fender panels with 2 holes 1 of which is unused due to the panel not being drilled.
Were there variations here on the panels over the manufacturing year and was it a case of assembling what was available at the time and leaving the second bolt out if the hole was not there?
Just wondering if any one else has come across this situation.
