Default Leland Steering Wheel Lock

I need to remove a Leland steering wheel lock from the gear on a 1924 Model T. I found a set screw in the side and removed it. I don't see any thing else that would be holding it on.
I have tried to unscrew the lock and have gotten it to move a tiny bit. I am reluctant to apply extreme twist without knowing more about it. Am I missing something or do I just need to get tough with it? Thanks.

I'm not familiar with that product but think a photo or three might help. I have a lock but not that make.

I can get a photo in a day or two. It looks like all the other wheel locks that thread onto the steering planetary.
I removed the wheel and thought I would just unscrew the lock, after removing the set screw, but it doesn't seem to want to move more than just a wiggle.

Leland had two designs of wheel lock that were both similar but the second type had a bit heavier works inside. The unit likely has to be unlocked in order to remove it. This thread has a little bit of info.https://www.keypicking.com/viewtopic...=10003&p=92201

Interesting that you suggest that it might need too be unlocked to remove it. My Guardian Lock Wheel must be locked to remove the horn button for access to the steering wheel nut. It is a combination locking, fatman, and horn button piece.
Seems That if it could be removed when unlocked, it would make it easy for the thief to replace it and drive away. But... I will look into it and report back.

The way that I interpret the drawings is that the steering wheel can be pulled up to disengage the planet gears and locked in place so that the front wheels can't be turned. The steering wheel just freewheels. The mechanism that locks the steering wheel in the up position is likely engaging something internally that won't allow removal of the cap. If it was easy to take it off when locked then the car could still be easily stolen.
