Does anyone have a source for the '40 rear brake backing plate bolts? These are the bolts that hold the brake backing plate to the bell.

I would try Roy Nacewicz Enterprise....734-654-9450 Roy has every kind of nut, bolt, anything. Good luck, he should have them.

I probably have a pile of good used backing plate mounting hardware.

No he doesn't have these. He just suggested to used Grade 5 regular bolts. I would prefer the originals but if I can't find them, I will have to go that route.
