I'm starting my 1938 ford standard coupe and have some fender questions.
Are the rear and front fenders the same on the Standard and Deluxe models?
Are they the same as the 1939 fenders?

No, 1938 standard fenders are a one year only. The front and rear fenders are not the same for deluxe or standard. They are also different from the 1939. The 1938 coupe rear fenders are also only coupe.

All 38 standard front fenders are the same and are 38 standard only. I see NOS front fenders show up occasionally.

38 coupe rear fenders are the same as deluxe except that most standard passenger sides don't have an opening for a tail light. Again, these are 38 only.
