So I would assume it's sticking out too far inside the cab ?

I'm surprized to see how far down into the groove the belt is on the fan. I hope the pulley isn't broken at the spot welds. I bought a fan at a swap meet once where the spot welds had come apart on the pulley.

"So I would assume it's sticking out too far inside the cab ?"

It's sometimes difficult to judge based on the angle at which the photo was taken, but it appears to be further into the cab than that on my 1930 coupe (see photo below, although - again - the angle isn't the greatest) - perhaps by the length of a choke driver (cheap shot).

Also, as pointed out by Brentwood Bob above, there are [at least] two different rod lengths; 26" for 1928-29 and 28-1/2" for 1930-31, although it doesn't appear that you have the shorter choke rod.

Napa skip , The pin on the second needle driver is correct for 1928 to sept.,1930 ..It is not pinned to the choke rod.

"...pin...is correct for 1928 to sept., 1930..."

Which - had I bothered to look at the illustration on page 1-11 Revised 2011 of the Model A Judging Standards - I should have known. Thanks for the correction.
