What should be the size of the vac. lines that go to the rear axle canister.

3/8" ID !/2" Id would even be better for good crisp shifting into Columbia. The reason I say 1/2" might be better is I mounted the shift valve back closer to the rear on several vehicles. Even though the standard front mount shifts good the rear mount seems better. G.M.

Make sure you have the proper carb adapter for the vacuum. DON'T use the ones from the Southwind heaters!!

The stock Columbia lines are steel 3/8" running through the frame..
Short sections of rubber hose attaches to the shift valve and to the vacuum canister on the Columbia axle..
Lines larger than 3/8" might not work as well. I try to live by the rule; don't try to re-invent the wheel. if 3/8" was good enough for the Columbia engeeers, why change it..
I would also think that it would not be to good of an idea to use all rubber hose in lieu of steel.. The rubber hose might have a tendency to loose vacuum pressure due to wall collapse.. Vacuum pressure differs from pumping pressure, the later can expand the hose..

My plate under the carb is real thin. About 3/8 or 1/2 inch thick. The line coming from it is 1/4 " copper. I don't know what a southwind plate looks like. I remember the heaters but not the plate.

That sounds like a Southwind vacuum plate. The Columbia plate is probaby 1/2" thick and a 1/4" pipe tapped hole for the brass fitting with 3/8 " o.d.tubing. At least on the original Columbia one picture hopefully shows.
