I have installed an after market heater in my Panel. I want to install a shutoff in the heater hose. Is the heater hose outlet on the water pump the circulating outlet, and the fitting on the block the return? Thanks Ray

Think you mean the fitting on the head and that's where the shutoff usually is and it goes to the heater.
