Default Seat Cover Questions

I can't afford new seat covers for my 1930 roadster at this moment but I would like to replace the burlap and batting. Right now the springs feels like they're gonna crash thru my dupa.

In any case, my plan was to gently remove the existing tacks, pull off the seat cover, address any spring issues and then go with new burlap and batting.

When I examined the underside of the seat I noticed that the tacks appear to be set into a long stretch of wound up paper, almost like a ten foot long cheroot. I think the pictures illustrate it well.

My questions are:
  1. What heck is that tacking surface?
  2. Can I reuse it?
  3. If not do the vendors have it?
  4. Is this a Rube Goldberg job?

I "think" it's original, Buster T. sez it looks like a CAT turd.
Just "thinking", you've probably seen those TACKS that have a SPIRAL shank? They "might" get a good grip in that stuff?? We used to hold them with needle nosed pliers & wham them into metal floorboards, to hold carpets in place. I think upholstery shops have them. They also have "U" shaped metal thingys & a crimping tool to repair broken springs.

The clips are called hog rings.

Sounds like we don't know what that tacking surface is and whether it can be reused.

why not go with a 10. Mexican blanket for the moment, till you are ready to buy a "kit" and do the seat over completely?
