Default wiring conduit

What colour should the clamp and bolt be painted that holds the wiring conduit on top of the water inlet, black or engine green?

If I remember right, the clamp was dipped in black enamel and the bolt was cadmium plated.

A general rule is Ford green for cast parts and gloss black for formed sheet metal parts. There are exceptions on a few components and hardware finish can depend on year of manufacture.
