Default Radiator bolt clarifaction

HI GUYS , I'm gonna post a picture of some radiator bolts and maybe someone can give me an answer. I pulled my radiator to change my pump and in reinstalling the radiator I used the hardware I took out, I noticed the bolts were milled down from 3/8in. to maybe 1/4 in. they also measured 2and 3/4in. long .I had to add washers so as I could get the castle nuts to fit properly. then I found out there are different lengths available however they are not milled down as you can see from the picture. the only reason I can think of to mill them is maybe to adjust the radiator to align the hood . anyone have any answers?

Agreed, worn down, not machined down. I wouldn't be surprised if the hl ethat bolt came out of is also worn larger.
