Default Removal of two-piece crank pulley

In order to replace a two-piece crank pulley with a billet steel crank pulley, I want to remove the two-piece crank pulley from my '29 Tudor's crankshaft. The motor is in the car. I can't get the second part, which is the sleeve on the crankshaft not the pulley itself. I have tried heating it a bit with a heat gun and clamping on some Vice Grips, to no avail. I would appreciate suggestions -- other than taking the motor apart. I have squirted lubricant on it, but it doesn't want to budge -- it seems like it should just pull off. This is a newly rebuilt motor, which has never been run.
