Default '47 Brake Question

Car pulls to the right when braking and front left brakes squeal. Took off the front left wheel to see what was wrong. Shoes were replaced and drums turned a thousand miles ago. The front shoe was worn smooth along most of the middle of it indicating it had been pushing on the drum OK. But, the rear shoe was as rough as when I put it in new a thousand miles ago like it was not pushing against the drum. Had wife push on the brake pedel while blocking the front shoe to make sure the rear one was moving. Moved fine.

Why isn't the rear shoe pushing out against the drum?

On that note; what is the correct adjusting procedure, oh for both the movable and the fixed anchor type lower pins?

Here's the problem:

I had an incompetent brake drum turner when he turned my brake drums a couple of months ago. He did not turn the drum surface all the way in as far as he could go. He left about a 1/4" "shoulder" that my brake shoe was hanging up on.

So, all I had to do was take the drum (took the other one too) back to the guy and have him finish the job he started. Put it all back together and works great!
