Lots of programs that can be used, I use microsoft photo manager. It is part of the older microsoft office package and can still be download separately (kinda a hassle to download, but not super hard).

I believe Windows still has Paint built in.

Or just find a photo edit app that you like (make sure it includes a resizing feature). You need a photo app of some type to mess with photos.

Keep in mind that a lot of people here on the Barn moved here from the HAMB because they didn't like the software upgrade and new interface!
