Default Tightening spring clips. How tight?

Just snapped one of my spring clip bolts reassembling spring. I noticed the nut and bolt were not hardened bolts so my question is how tight should they be and should I buynew hardened bolts. Also should I use a lock washer?

snug enough so they don't rattle, 1/4-20x2 3/8 with square nut. Judging stds show no washers.

put the stick on weights on the inside part of the rim. or install dyna beads inside the rim
