Default '53 Crestliner Accessory Steering Wheel

I managed to buy a '53 steering wheel as below and found that the rubber insulation under the horn ring has gone soft and a little gooey. What have others used to replace this rubber cushion, as there is no thing else to stop the horn from blowing if I install this wheel? Or is there another option for repairing the suspension for the horn ring? I would also like to replace the broken ring, but I expect that the rings are very hard and expensive to find nowadays?
