Default Spring shackel question

I've installed new spring shackels front and rear. I've noticed the bolts on all go well past the cotter key hole. If I install the castle nut up snug so as not to bind the up and down movement of the shackel the cotter key doesn't engage the nut as it should to keep it from turning. Are the nuts to be installed in such a way as it allows front and back movement as well as the up and down?

with repos you have two choices, redrill the hole in a different place and shorten bolt, or use washers to take up the spare length

Yeah, they are after market not original. I think some washers are the answer. This is a driver not a points car so it won't matter much to me.

I have heard of repros being prone to breakage. If you use them, carry spares.
